INDIA WORKING CLASS UNITEDLY DEMANDS CHANGE OF POLICY

            On 26^th May, The day Modi Government at the Centre completed one year in office, Workers National Assembly at the Mavlankar Auditorium in the National Capital, New Delhi, in one voice condemned BJP-led NDA Government’s anti worker, anti-peasants, anti-people and pro-corporate, pro-MNC one year’s rule and declared country wide united protests and resistance through General Strike on 2^nd September 2015 against these policies and to pursue 12 points charter of demands.

            The unanimous declaration of the National Convention, organized by All the eleven Central Trade Unions and National Federations of Employees of all sectors and services condemned the Modi Government for bringing sweeping changes in the Land Acquisition Act permitting forcible acquisition of land from the farmers and drastically curbing farmer’s right to land and agricultural worker’s right to livelihood, bringing sweeping changes in the labour laws in favour of the employers, attack on the existing social securities like EPF, ESI benefits, cutting budgetary allocations to scheme which benefit the poor like MNREGA, dismantling of the Public Distribution System, disinvesting profit making public sector undertakings, Not implementing tripartite decisions of the successive Indian Labour Conferences (ILCs), Ignoring the 10 point demands submitted earlier by the Central Trade Union pending since UPA Government etc.

            The Central Government Employees are the worst sufferers due to the policy offensives of the Government. No DA Merger, No Interim Relief, No retrospective date of effect to 7^th CPC from 01.01.2014 as demanded by JCM Staff Side, refusal to include Gramin Dak Sewaks under 7^thCPC, denial of revision of wages and regularization of casual labourers, non implementation of Cadre Restructuring agreement signed by Postal department and Postal federations, 5% condition on Compassionate appointment, non revision of bonus ceiling, non implementation of arbitration awards, non convening of JCM National Council are the one year balance sheet of the Modi Government in the Central Government employees sector. Over and above this, policy offensives like Task Force Committee Report on Postal Corporatisation, Bibek Debroy Committee Report on Railway privatisation, corporatisation of the 41 Ordinance factories in the defence sector, move to close down printing, stationery and publication department and Medical store depots, non filling up of vacancies, downsizing, outsourcing, contractrisation, privatisation, are also being implemented in an aggressive manner.

            The atrocious attack on the working people of the country including Central Government employees should be combated resolutely. The anti worker character of the neo liberal policies and the capitalist class interest behind these policies must be thoroughly exposed. It is to resist and repulse these attacks on the working class that the united trade union movement gave a call for a country wide general strike on 2^nd September 2015.

From 1991 onwards, when the Congress government started implementing these policies, Confederation of Central Government Employees & Workers has been opposing it and had joined the main stream of the working class in resisting the onslaught of imperialist globalization policies. Confederation National Executive had decided to join the one day strike on 2^ndSeptember 2015.

            This strike must act as a strong warning to the BJP-led Government that the working class of the country, which has a great history of struggles and sacrifices, is not going to let these attacks pass. We call upon the entire Central Government employees to join the strike en-masse and make it a grand success.

INSTRUCTIONS:

National Floor Level Minimum Wage Enhanced From Rs.137 To Rs.160 Per Day W.E.F. 01.07.2015

National Floor Level Minimum Wage (NFLMU) has been revised upwards from existing Rs. 137/- to Rs. 160/-per day w.e.f. 01.07.2015. In a letter written to all the Chief Ministers and LGs today, Shri Bandaru Dattatraya, the Minister of State(IC) for Labour and Employment has urged to take necessary steps for fixation/revision of the minimum rates of wages in respect of all scheduled employments in State/UT not below the NFLMW of Rs. 160/- per day w.e.f. 01.07.2015. The Minister has also emphasized to ensure implementation of various provisions of the Minimum Wages Act, 1948 so that the objective of ensuring Minimum Wages to workers is fulfilled.

While reviewing the movement of CPI-IW during April 2014 to March 2015 over the period April 2012 to March 2013, it was observed that the average CPI-IW has risen from 215.17 to 250.83, he said. Accordingly, the NFLMW has been revised upwards from existing Rs. 137/- to Rs. 160/-per day w.e.f. 01.07.2015. 

In order to have a uniform wage structure and to reduce the disparity in minimum wages across the country, National Floor Level Minimum Wage (NFLMU) is fixed which also requires to be revised from time to time on the basis of rise in Consumer Price Index for Industrial Workers (CPI-IW). The NFLMU was last revised from Rs. 115/- to Rs. 137/- per day with effect from 01.07.2013.

Dr. JITENDRA SINGH CALLS FOR USE OF SELF-ATTESTED CERTIFICATES.

            The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh has called for use of self - attested certificates since this has been approved by the Government of India for over last eight months. He was presiding over a review meeting of Department of Administrative Reforms and Public Grievances (DARPG), here today. Dr. Jitendra Singh has urged the State governments to encourage this practice and also appealed to the common people, particularly youth, to bear in mind that whenever they approach an office with documents, they should bring to the notice of the authorities that the Government of India now allows self attestation of certificates by the candidate himself. 

            Dr. Jitendra Singh informed that a circular to this effect had already been sent to the State governments and though most of the states have responded positively, yet in many cases, the information is still not fully percolated to the lower levels of administration. He said that introduction of self attested certificates was one of the most historic measures introduced by the Modi government soon after it took over. The decision was universally hailed both by administration as well as by public. 

            This revolutionary step not only lessened a lot of hardship faced by the youth applying for jobs or higher education but also conveyed a bigger symbolic message that the Modi government had the capacity to trust the youth of this country, he added. 

            Recalling from his personal experience, Dr. Jitendra Singh stated that he had personally been a witness to a number of hardships that the youth went through looking for a gazetted officer, a notary, etc., for attestation. Moreover, in certain remote areas of the country many a time, a gazetted officer or a notary was not readily available in the vicinity to perform the task of attestation, he added. 

            On occasions, there were also complaints that young aspirants had to shell out meager amount in their pockets for accomplishing the task of getting the huge pile of certificates attested. This is particularly ironic in the present age of high technology and biometric facility, he observed and added that in certain areas and departments, however, where statutory, legal or security nature are involved, the earlier practice of getting attestation from an authorised authority has nonetheless been allowed to carry on. 

            During the review meeting, an assessment was also made of the number of other recent initiatives by DARPG department which include introduction of a pension portal, "Jeevan Praman" initiative, "Anubhav" programme, biometrics and new methods for ease in governance. The Secretary DoPT, Shri Sanjay Kothari, the Secretary DARPG, Shri Alok Rawat and other senior officers of the Ministry of Personnel, Public Grievances & Pensions have participated in the meeting.

An MP gets Rs 50,000 as salary and can get curtains washed every three months

Sources said the panel has made a total of around 60 recommendations. "The committee has reasoned that the last revision of MPs salary happened in 2010 and they don't get any dearness allowance like that of government employees," said a government source.

At present, sitting MPs get monthly salary of Rs 50,000. The panel has also recommended that the daily allowance of Rs 2,000, which they get for attending the House during Parliament sessions should be increased substantially, sources said.

"The hike is overdue. Our daily expenses only for offering tea to visitors come to around Rs 1,000. Can we stop showing this little courtesy to electorates?" asked a sitting BJP lawmaker.



TOI has learnt that the panel headed by BJP MP Yogi Adityanath has recommended that former MPs should also be entitled for 20-25 free domestic air travel in a year and increase in pension from Rs 20,000 to Rs 35,000 per month.
There is another recommendation that each sitting MP should get an additional free air conditioned first class railway pass for their companion, such as private secretary. At present, only the MPs and their spouses are entitled for first class AC travel. Moreover, there is a proposal that the MPs should get an amount equal to first class rail ticket, which is informally known as pocket money. Parliamentarians now get allowance equivalent to fare of one second class AC ticket.

Similarly, for air travel the panel has recommended that the allowance should be equal to one full ticket fare. Sources said some the recommendations are exorbitant and all issues would be looked into before taking any decision.

The panel has also reportedly batted for better facilities for MPs at airports where they can be facilitated. The committee has suggested that the health benefits that MPs get under the Central Government Health Scheme should be extended to their children and grand children as well.

BUT UNFORTUNATELY THEY ARE NOT INTERESTED ON THE ISSUE OF SALARIES TO EMPLOYEES WHO ARE HARD WORKING TO IMPLIMENT THE ACTS MADE BY THEM IN PARLIMENT.
