DEMONETIZATION (NOTE BANDI)
CAUSE OF SUFFERING FOR PUBLIC

            The object of demonetization was stated by Prime Minister to combat corruption and black money .But without making proper preparations it’s implementation has caused suffering more to the public in general and Bank and Postal Employees in particular. All Government Employees, Workers, Farmers and small & big entrepreneurs are also suffering because of this. People start standing in ques in front of ATMs since early in the night. As the ATMs were not calibrated as per  new notes of Rs.2000/- and 500/- so these notes are not being put in ATMs and 100/- Rupees  notes are exhausted within a short period and remaining persons remain standing in ques. The decision taken in hurry is being changed frequently. Firstly it was ordered that anybody can change the old notes worth Rupees 4000/- from any Bank & Post Office, after that limit raised as Rs.4500/- and now it has been reduced to Rs.2000/- from the Post Offices or Bank where account stands.

            `No employer is giving salary to his employees. Shops are being shut. The business in Mandis is getting stopped. Workshops and factories are being closed. Workers are returning back from Metro Cities to their villages.

            The problems before farmers are aggravating. Now this is season of RAVI CROPS and Farmers are not able to purchase seeds and fertilizer besides having money. If it peasants come in distress it will adversely affect the economy of nation. Agricultural products like vegetables and fruits are not being purchased in Mandis. All the small enterprises, from brick Kilns  to factories , who have  to pay cash wages to workers have stopped working or not making full payment of wages as they have been allowed to withdraw Rs.25000/- . As per the RBI directives, distinct and primary co-operative banks which cater to millions of farmers are not allowed to exchange the votes. This has paralysed the banking operations causing hardship to farmer and rural population. Workers working in transport sector have become unemployed. The goods carrier vehicles have come to halt, as to operate these there is no money and it will result shortage of food items.

             The Government has authorized all Hospitals to accept old notes but the private hospitals and Nursing Homes have not been allowed therefore people are not getting proper treatment and some have died due to lack of treatment.

            Most of the work in this country is done by cash transaction. After barring 86% currency which was in the form of notes of higher denomination has caused suffering to the common man including labourers, farmers, entrepreneurs and government employees. The way in which this has been implemented adverse effect on livelihood of common man can be noticed.

            The government is claiming GDP at the rate of 8% but now it may come down up to 5% and the economy will take more time to come up after bearing this blow.

            The Government is claiming total removal of problem of corruption and black money after demonetization but experts are saying that there is only 6% black money in the form of cash and only 0.025% currency is fake. Rest 94% black money is in real estate, Share Market, Gold and Jewellery and foreign currency and so many other activities. For marriages, orders were issued to withdraw Rs.2.5 lakh but so many conditions have been imposed and fulfillment of these conditions is impossible and the people are committing suicide being aggrieved of it. To restrict withdrawal of its own money is clear-cut violation of constitutional provisions.

            With this decision the postal employees have also been very adversely affected. There is no adequate infrastructure in Post Offices. In most of the post offices, notes counting machines and fake currency detecting machines are not available. About 10000 Post Offices are single handed and he has to do all other works besides this demonetization work. The Post Offices are being opened since 8 A.M. to 8 P.M. and being opened on holidays and Sundays and no extra remuneration is being paid in lieu of this extra duty work. 

            There are no proper security arrangements in Post Offices for cash remittance. Cash cannot be retained in Post Offices. To remit the cash from SOs to HO. The employees have to take risk. Banks are not ready to accept. The banned currency due to non availability cash from Banks. Postal employees have to bear the annoyance of public.

            NFPE has raised all these issues before Postal Administration and other officers and accordingly Directorate has issued instructions to settle these problems but still this is not sufficient. 

            If the attitude of administration does not change than NFPE along with PJCA will proceed on path of agitation.

Comrade Fidel liberated the latin-american 'Cuba' in 1959 through a revolution and established the first socialist system in the continent. Under his able leadership 'Cuba' not only developed as a socialist nation but defeated 60 years of USA's economic blockade and numerous attempts by CIA to assassinate the revolutionary leader. Fidel is the symbol of defiance against imperialist hegemony; icon of revolutionaries of the contemporary world; imparting confidence in socialist ideals even after the collapse of socialist world! A visionary leader of working class is no more! Let us red salute him! - AIPCPCCWF

                                 Inspite of efforts by NFPE/POSTAL JCA till date neither specific orders are  issued nor funds released by DIRECTORATE for payment of revised wages & arrears from 1-1-2006 and other issues are pending. it is decided by POSTAL JCA to launch programme of action for settlement of the demands of casual labour along with other demands of regular employees which was already published in websites of unions.
                                 
                                In addtion to the programme of POSTAL JCA it was decided to collect signatures of casual labour on memorandum and submit the same in December. copy of the memorandum is published in the website of NFPE and other all india unions website.

                               All the circle/ divisional secretaries are requested to collect signatures of casual,part time contingent, daily rated mazdoors and contract workers working in your division on six copies of memorandum and the same may be sent to the address given below before 31ST JANUARY 2017 so that the same will be submitted to all concerned.

Sub:   Non-settlement of long pending demands.

Sir,

            A meeting of PJCA comprising NFPE, FNPO, AIPEU-GDS & NUGDS was held at NFPE office North Avenue Post Office Building, New Delhi on 16th November, 2016 under the presidentship of Shri D. Theagarajan Secretary General FNPO. All General Secretaries of both the Federations participated in the meeting. After threadbare discussion the following resolution, programme of action and Charter of Demand was finalized.

RESOLUTION  

            Postal Joint Council of Action (PJCA), views with grave concern the totally negative attitude of the Central Government in settling the common demands of the Central Government employees including increase in minimum wage and fitment formula and other modifications sought for by the National Joint Council of Action (NJCA) and JCM (NC) staff side. 

            This PJCA further notes that in the Postal department also due to the negative attitude of the Government and Postal administration long pending demands are remaining unsettled. None of the 7th CPC related demands of various cadres of Postal department are settled. Regularization of Gramin Dak Sevaks and grant of all benefits of regular employees on pro-rata basis is still pending. The New Pension Scheme (NPS) has created uncertainty among the employees recruited after 01.01.2004, about their pensionary benefits. Department has unilaterally issued orders for outsourcing booking and delivery of registered, speed post and express parcel post articles and engaging staff on each Sunday & holiday to deliver parcels of e-commerce companies . The task force committee recommendations are not yet dropped, no effective remedial measures are taken to streamline the functioning of CBS/CSI, revision of wages and payment of arrears of casual labourers from 01.01.2006 is still pending in many circles, more than 60000 vacancies in various cadres including promotional posts are remaining unfilled.  Now due to monetization Scheme more difficulties are being faced by the staff due to lack of proper infrastructure and engaging staff beyond duty hours. All the above issues are agitating the minds of the employees for a long time.

            The PJCA after reviewing the situation prevailing in the Postal department came to the unanimous conclusion that to settle the above issues, serious agitational programmes are to be launched. Accordingly the PJCA resolve to implement the following phased programme of action.

PROGRAMME OF ACTION

1.   December-7th-2016      -Mass Demonstration in front of all offices and submission of resolution and Charter of Demands to Minister(C) and Secretary          (Posts).).

2. Submission of Memorandum:            
                                                Submission of Memorandum to Minister by both Secretary                 Generals between 19th to 23 December, 2016 by meeting            personally..

3. PJCA Meeting                 23rd December, 2016 Evening (Further course of action will    be        decided.)



CHARTER OF DEMANDS


1.    Settle the demands of various cadres of Postal department relating to 7th CPC recommendations submitted to Secretary, Posts in memorandum dated 08.12.2015.
2.    Implement cadre restructuring in all remaining cadres in the Department of Posts and settle the residual issues arising at implementation stage. Finalize RRs in MMS Cadres.  
3.    Grant Civil Servant status to Gramin Dak Sevaks and grant all benefits of departmental employees on pro-rata basis.
4.    Revision of wages and payment of arrears from 01.01.2006 to all casual, part-time, contingent and daily-rated mazdoors and regularization of services.
5.    Fill up all vacant posts in all cadres including promotional posts  and GDS.
6.    Conduct membership verification of Gramin Dak Sevaks and declare the result of the verification already conducted among departmental employees during 2015.
7.    Revision of OTA & OSA and fixation of norms for CRC/Speed post and Parcel in RMS and FMC  for Postman Cadre .
8.    Settle problems arising out of implementation of CSI and CBS.
9.    Grant of upgraded 3050 pay scale to Postmen w.e.f. 1.1.1996 as per Supreme Court Judgment.
10.  Withdraw “Very Good” bench mark condition for MACP and future increments and holding of DPCs timely..
11.  Grant of S D.A. & HCA to the Assam & NE & remove discrimination.
12.  .Problems arisen out of demonetization Scheme and grant additional remuneration of full day salary for Sunday/Holiday and hourly rate for extended duty hours. Provide proper infrastructure including fake currency detector and counting machines. Not to direct the  officials to make  good the loss where fake currency  machines are not provided.
13.  Stop Sunday/Holiday working completely.
14.   Discussion on     Memorandum of AIPSBCOEA.
15.  Declaration of Result of LGO & other LDCEs in remaining Circles.
16.  Finalization of Recruitment Rules of AAO Cadre in Postal Accounts.
17.  Repairing and Maintenance of Departmental Buildings.

Sub: Withdrawal of the proposed indefinite hunger fast in front of Dak Bhawan from 3rd November, 2016 and two days strike on 9th & 10th November 2016
                                                
Sir,
            While expressing our sincere thanks to you and the Postal Board for taking positive action for settling the demand for bonus parity to Gramin Dak Sevaks, we would like to request your sympathetic and immediate intervention for implementing the Directorate orders for payment of revised wages to Casual, Part time Contingent employees working in the Postal Department with effect from 01.01.2006. 

      The Directorate has issued orders for payment of revised wages (6th CPC minimum) to casual labourers in the month of January 2015. Subsequently the queries raised by some Chief PMGs were also clarified by Directorate. Even though 21 (twenty-one) months are over, the Directorate orders are not yet implemented in some circles. We have already brought the case to your notice and the notice of the concerned Chief PMGs several times, but the issue still remains unsettled. Hence we were compelled to include this demand also as the second demand of the proposed indefinite fast in front of Dak Bhawan from 3rd November and two days strike on 9th & 10th November 2016.

         As you have assured us that the grievances of this poor and most downtrodden section of workers will be settled in a time-bound manner, we hereby inform you that we have decided to withdraw the proposed hunger fast from 3rd November and two days strike on 9th & 10th November 2016.

          We once again request you to issue strict instructions to all Chief PMGs to implement the Directorate orders in a time bound manner, say, before 30th November 2016.
