EDITORIAL POSTAL CRUSADER MARCH 2015

MAKE THE 28th APRIL -2015 PARLIAMENT MARCH
ON THE CALL OF NATIONAL COUNCIL JCM
A HISTORIC SUCCESS.

The Central Government is reluctant to settle the justified and genuine demands of Central Government employees i.e. 100% D.A. merger, 25% Interim Relief, Inclusion of GDS in 7th CPC , Date of Effect 1.1.2014 , Scrapping of New Pension Scheme , filing up of vacant  posts, in all Department’s , withdrawal of contractrization  and out sourcing  policy, removal of 5% ceiling on compassionate  appointments, Removal of MACP related  anomalies , Revision of OTA Rates  including some other demands.

Joint Consultative Machinery which was formed for the redressal of grievances of Central Government Employees by negotiations has been made defunct and no meeting has been held after 2010. After constitution of 7th CPC the views of Staff Side N.C. JCM has not been taken into account. The Terms of Reference of 7th CPC were declared unilaterally and agreed draft of Terms of Reference submitted by Staff Side was not given cognizance. The Minister in P.M.O. Shri Jitendra Singh replied in response to the question raised by some MPs that Government is not going to grant 100% or 50%  D.A. Merger , 25%  Interim Relief and inclusion of GDS in 7th CPC.

In the back ground of all these developments a National Convention of all constituents of National Council JCM was convened in New Delhi on 11th December-2014. All the participants’ organizations vehemently opposed the policies of Central Government.

After detailed deliberations it was decided that a massive Parliament March will be organized in New Delhi on 28th April-2015 in which the date of Indefinite Strike will be declared. Intensive preparation campaign is going on. NJCA was formed at National level in which the top leaders of AIRF, NFIR, AIDEF, NDWF, Confederation, NFPE and FNPO are included. State JCAs have been formed in most of the circles and State conventions have also been held and wherever it has not been formed the state leadership has been asked to complete this work very soon.

It has been decided to mobilize five lakh Central Government Employees to participate in Parliament March. Accordingly quota has been fixed for Railways,   Defence, Confederation and NFPE. Accordingly NFPE has also allotted quota to each affiliated union. Comrades, as we know that whatever we have achieved that is because of struggles only. The present government is functioning to give maximum benefit to the corporates and capitalists. It is not at all concerned about the working class. It started disinvestment in PSUs, Declared 100% FDI in Railway and 49 % FDI in Defence. The recommendations of Task Force Committee headed by TSR Subramaniam .are big danger for Deptt of Post which has paved the way of privatization through Corporatization.

Confederation of C.G.E&W and NFPE have given separate programmes of agitation which should be observed with great enthusiasm.

NFPE calls upon the entire Postal, RMS  and GDS employees to make all the programmes a grand success and mobilize the maximum number employees, more than the quota allotted to each affiliated union to take part in  the Parliament March  on 28th April-2015 on call of National Council JCM to make it a historic success

AIPCPCCWF APPEALS TO ALL CIRCLE/DIVISIONAL SECRETARIES TO MOBALISE LARGE NUMBER TO PARLIAMENT MARCH BY NJCA ON 28TH APRIL 2015.

AFTER A LONG BATTLE IN ASSOCIATION WITH NFPE WE HAVE REACHED THE GOAL. ORDERS ON REVISION OF WAGES OF CASUAL LABOUR/CONTINGENT EMPLOYEES FROM 1-1-2006 WERE ISSUED.
THIS VICTORY IS ANOTHER FEATHER IN THE NFPE CAP.
RED SALUTE TO NFPE

After the formation of union for casual labour with the support

of  NFPE, because of  the pressure by NFPE and our union

department appointed a committee on the issues of casual labour

with Manojit kumar the then CPMG Assam circle as chairmen.

After the submission of report by the committee, again a

committee was appointed with Sri. Viswapawan pathi the then

PMG of Hyderabad as chairman to suggest the modalities to

implement the Assam CPMG committee report. Even though we

are insisting to implement the DOPT order issued in July 2006

basing on the Judgment of Honorable Supreme court in Umadevi

Vs Government of Karnataka. Department is reluctant in issuing

orders .

The report submitted by PMG Hyderabad was sent to

DOPT for approval which contains some modalities  to

regularize  the casual labour and suggestions on wage revision. But

DOPT returned the file asking the department why the orders of

DOPT issued in July 2006 were not implemented.

At this stage Department issued orders to implement the

DOPT orders recently. But till date these orders are not

implemented seriously in many circles. We have  build pressure at

circle/Division level for implementation of these  orders with the

support of NFPE

In the mean time our Kerala circle went to Honorable  CAT

for revision of wages of casual labour. Recently judgment was

delivered but kept reserved .As a protest against this abnormal

delay and tossing the files from one department to other one day

Dharna was organized by NFPE on 12th august at Jantar-

Mantar  Newdelhi. All  general secretaries of NFPE participated in

Dharna .

Inspite of all these efforts the issue of regularization and

revision of wages is not settled in R/o casual labour. Taking this

seriously postal JCA decided to organize programme  throughout

the country commencing with Dharna before all divisional officers

on 24th September 2014. In the charter of demands the issue of

casual labour was taken as item No 2 which shows the importance

given to it  by postal JCA.  After submitting this memorandum

department informed to NFPE that the casual labour issue will be

settled within one month.

finally because of the pressure built by NFPE/POSTAL

JCA Department came down and issued orders after receiving the

report of chowhan committee. Unless casual labour union is

formed with the support of  NFPE and built pressure on this issue

seriously the issue could not have been settled in this way.

APPEAL TO ALL CIRCLE/ DIVISIONAL UNIONS

AFFLIATED TO NFPE

even though orders are issued  the issue is not closed. In many divisions they may raise many objections. We request all the NFPE unions to be vigilent and see that these orders are implemented immediately as early as possible. If there is any problem the same may please be intimated to NFPE and our union so that the same will be pursued immediately. beware of fake unions as they will try to focus as if they got these orders and try to grab money in the name of donations. please circulate this in your local language by preparing pamphlets to casual labor immediately.
