MEMORANDUM SUBMITTED TO SECRETARY, DEPT. OF POST DURING HIS VISIT TO HYD.BAD ON 16-9-2016

RESPECTED SIR,

                                  We extend our hearty welcome to Hyderabad after assuming charge as SECRETARY, Dept. Of Post. We wish that you will attend to the problems of staff in positive way and settle the issues as early as possible. We submit some important issues waiting for settlement at Directorate level. We wish that you will settle these issues at the earliest.

1.     REQUEST FOR CALLING OPTIONS FROM ALL OFFICIALS IN C/W BIFURCATION OF AP & TELANGANA CIRCLE.

                       

As per point no. 9 of Annexure III of DG POST OM no. 38-3/2014-PE-II Dt. 1-7-2016 “distribution of staff will be as far as possible based on willingness. One time option may be given to all staff.” But AP circle vide CO Lr. No. ST/BIFURCATION/AP CIRCLE/2016 Dt.15-7-16 options were called for from circle cadre staff & CO staff only. But even the recent recruitment also PA/SA recruitment was done on the basis of circle, because of which number of AP candidates were selected to TELANGANA and vice versa. As such Secretary is requested to issue instructions to obtain options and consider them from among all staff as one time measure.

2.     REQUEST FOR ALLOTTMENT OF SUFFICIENT FUNDS TO AP/ TELANGANA CIRCLES TO CLEAR ALL PENDING TA/MEDICAL BILLS.

                            Due to non availability of funds numbers of TA/ MEDICAL bills of employees are pending in both AP/ TELANGANA Circles since long time and officials are suffering a lot. As such Secretary is requested to allot sufficient funds required immediately.

3.     REQUEST FOR ALLOTTMENT OF FUNDS FOR SUPPLY OF HIGH POWER GENARATOR TO DAK SADAN.

                                 A detailed letter a/t secretary by secretary, staff side RJCM is enclosed with details.

4.     Request for allotment of funds and issue instructions to pay arrears of revised wages wef 1-1-2006 to casual/contingent employees

                                 In spite of repeated instructions from Directorate latest on 17-6-2016, arrears were not paid to casual/contingent employees in the circle. As such Secretary is requested to release funds and issue instructions to pay arrears earliest by 30^th September 16.

5.     CONSTRUCTION OF NEW BUILDING FOR ONGOLE HO.

                               An old building constructed in 1954 is in existence for Ongole HO. It is at lower level to road at 2 to 3 feet and water is draining during rainy season. As such funds may be allotted by giving priority and permission to construct new building.

6.     REQUEST FOR REVESION OF WAGES OF CASUAL/ CONTINGENT EMPLOYEES BASING ON 7^TH CPC WAGES.

                                    7^th CPC revised the wages of regular employees by fixing minimum wage as Rs. 18,000/- to mts/gr’d’. As such it is requested to issue instructions revising the wages of casual/contingent employees basing Rs. 18,000/- as minimum wage.

7.     REVISION OF WAGES OF OUT SOURCING/DAILY RATED MAZDOORS.

                              The recent clarificatory order circulated by Directorate on 17-6-16 a letter of DOPT issued in 1989 envisages that all daily rated mazdoors are to be treated as casual labour. But they are being paid without any uniformity according to the whims of local officers. As such Secretary is requested to issue standing instructions to pay them the wages fixed for casual labour from time to time.

8.     CONSTRUCTION OF NEW BUILDING FOR DAP OFFICE,

                                  Due to formation of separate circles for AP & TELANGANA the accommodation available in DAK SADAN is not sufficient even for both the circles. In this background it is requested to consider construction of separate new building for DAP office as early as possible.

9.     REVISION OF WAGES OF LIFT OPERATORS ON PAR WITH TELCOM DEPT. BY IMPLIMENTING ARBITRATION AWARD.

                             A letter addressed by SG, NFPE on the matter along with copy of ARBITRATION AWARD is enclosed. An early action is requested.

10.                        FORMATION OF CIVIL WING DIVISION FOR AP CIRCLE.

                                            As for bifurcation a number of divisions in AP circle are more in AP Circle and requires separate civil wing division is necessary. At present there are number of substandard divisions are in existence. One of such division can be converted as CIVIL WING DIVISION which involves no cost. An early action is requested.

11.                        REOPENING OF CREACHE IN DAKSADAN AND OPENING OF CREACHES IN ELIGIBLE OFFICES.

                                    As per the latest decision of Ministry of Labour crèches are to be opened in each division where there are more than 20 women employees. Secretary is requested to issue instructions to reopen the crèche in DAK SADAN and open crèches in all eligible offices.

An early action and a line in reply is requested.
