NOTICE

            It is hereby notified under article 10 of Constitution of NFPE that the 11th Federal Council Session of National Federation of Postal Employees will be held at “MANAV SEWA SANGH, VRINDABAN, MATHURA (UP) from 25.11.2019 to 27.11.2019.

            The following shall be the Agenda of the Federal Council:
AGENDA

1.         Confirmation of the proceedings of Xth Federal Council held at Guwahati from 07.09.2016 to 09.09.2016.

2.    (a)   Consideration  and adoption of the Triennial Report on activities  of NFPE.
       (b). Approval of Audited Accounts for the year 2016-17, 2017-18 & 2018-2019
       (c)  Budget estimates for next three years.

3.         Organizational Review.

(i) (a)   Role of NFPE during last 3 years in building united movement of Postal Employees and Central Government Employees.
    (b)   Organizational position at All India / Circle/Divisional level.
    (c) Declaration of result of Membership Verification & GDS Membership Verification.
(ii)        Review of settlement of Strike Charter of Demands on 8-9 January-2019.
(iii)       Functioning of Postal JCA (NFPE/FNPO).
(iv)       Functioning of affiliated Unions/Associations including GDS, Casual Labourers & Pensioners.
(v)        Functioning of Departmental Council/RJCMs & holding of Periodical Meetings.
           (vi)        Right to Strike and Victimization of Trade Union Activists Office 
            Bearers by administration..

4.         Common demands of CGEs.(Central Government Employees).

(i)         Review of Report of 7th CPC & various Committees particularly Committee on Minimum Wage.
            (ii)        Downsizing, Outsourcing, Contractrization and Privatisation.
            (iii)       Restriction on compassionate appointments.
          (iv)       Ban on creation of Posts and filling up of vacant posts and amendment in recruitment Rules for various categories..
            (v)        New Pension Scheme.
            (vi)       MACP related issues.
           (vii)       Proposed Medical insurance scheme and our stand thereof./ CGHS  related issues
           (viii)     Revision of Bonus Ceiling / OTA/OSA rates and implementation of  Arbitration     awards.

Comrades,

NFPE Federal Secretariat Meeting was held at NFPE Office , North Avenue , New Delhi in the forenoon on 13.07.2019 , in which all General Secretaries & available office bearers of NFPE participated.

A thorough review was taken in the meeting and Federal Secretariat came to an unanimous conclusion that on the long pending demands of Postal Employees a Memorandum should be submitted to Secretary(Post) and agitational programmes should be conducted in phased manner along with PJCA.
PJCA Meeting was also scheduled in the Afternoon of dated 13.07.2019, so it was decided that the decisions taken in PJCA should be endorsed and implemented.

PJCA Circular alongwith programme of Action., Charter of demands  and Memorandum addressed to The Secretary (Post) is enclosed herewith for favour of compliance of all programmes as decided by PJCA.

11th FEDERAL COUNCIL OF NFPE:

11th Federal Council of NFPE will be held at Vrindaban (Mathura) UP from 20th to 22nd November-2019. It was approved by Federal Secretariat on 13.07.2019.

A.I.C. OF  P-III UNION

All India Conference of AIPE Union Group-C will be held at Hyderabad from 20th to 22nd October-2019. Reception Committee was formed in a meeting  held at Hyderabad on 14th July, 2019 , Coms.  R.N. Parashar, J. Ramamurthy, K.V. Sridharan, Veeramani, P Suresh G/S R-IV , P. Mohan G/S Casual; Labourers Union  and so many other leaders of various organizations of Central, State Government, Bank, Insurance, CITU ,AITUC participated. Dr. Palla Rajeshwar Reddy, MLC (Govt. Whip Telangana State ) was elected as Chairman Reception Committee and Com. SSRA Prasad, General Secretary, Reception Committee. Various committees were also formed.

AIC OF AIPSBCO EMPLOYEES ASSOCIATION : Was recently held at Haridwar on 5th & 6th July-2019. Coms. Srikant Malik (Odisha), SHP Jasmine Jalal Begam (TN) and Rajnish Gupta (C.G.) were elected as President, General Secretary and Treasurer  respectively.

APPEAL:

 We on behalf of NFPE appeal to entire rank and file of NFPE to conduct all the programmes as decided by PJCA and make the same as grand success to achieve the  long pending genuine demands.

Deregulating labour law restrictions
        The Union Minister for Finance and Corporate Affairs, Smt. Nirmala Sitharaman tabled the Economic Survey 2018-19 in Parliament today.

        Deregulating labour law restrictions can create significantly more jobs, as seen by the recent changes in Rajasthan when compared to the rest of the states.  The Survey states no major labour reforms were initiated by the states from 2007 to 2014.  In 2014, Rajasthan was the first State that introduced labour reforms in the major Acts.  Thereafter, many States followed Rajasthan.  A comparison between the indicators for labour, capital and productivity of manufacturing firms makes it clear that flexibility labour laws creates a more conducive environment for growth of industry and employment generation.  The States which are rigid in respect of their labour laws are suffering in all dimensions and are unable to create enough employment and cannot attract adequate capital into their States.
On average, plants in labour-intensive industries and in States that have transited towards more flexible markets are 25.4 per cent more productive than their counterparts in States which continue to have labour rigidities.
