MEMORANDUM SUBMITTED TO THE CHIEF POST MASTER GENERAL,
A.P. CIRCLE ON CASUAL LABOUR PROBLEMS ON 29-11-2018.
Respected Sir,

                                     We convey our sincere thanks to CPMG for immediate response and orders issued as intimated to our union. But we would like to bring to the notice of kind CPMG the actual situation prevailing in the divisions.

1.Regarding  payment of arrears.

A] We are constrained to bring to the notice of kind CPMG the situation prevailing in the circle. In spite of instructions from Directorate and CPMG not even a single division in VIJAYAWADA REGION paid complete arrears except in RO. IN OTHER REGIONS ALSO ALMOST SAME SITUATION IS PREVAILING. 
Even after a lapse of three years no efforts were taken by divisions to implement the orders of Directorate issued in January 2015. 
Again orders issued to revise wages as per 7th cpc i.e. basing on rs.18000/- + DA from 1-1-2016. But in many divisions wages are not revised and paid arrears.
Even though kind CPMG asked information regarding requirement of budget till date number of divisions not responded. In this connection we bring to the notice of kind CPMG that for payment of arrears of wage no separate budget allotment is required and after payment request can be sent for filling the gap. In many circles this was fallowed and all arrears were paid immediately after receiving orders from Directorate.

B] In many divisions it is not Implemented correctly in spite of clarification from Directorate copy of which was submitted to cpmg along with our earlier letter stating that ” those who worked and working should be paid without any ambiguity”.

C] But in some divisions arrears were not paid to those who are working after 1993.
                      Example: PRAKASAM DIVISION & BHIMAVARAM DIVISION 

D] IN SOME DIVISIONS EVEN REVISED WAGES WERE NOT PAID FROM 1-1-2016 ON THE PLEA THAT PREVIOUS ARREARS WERE NOT PAID FULLY.
EXAMPLE: PRAKASAM DIVISION, KAKINADA DIVISION & RAJAHMUNDRY DN.

E] IN SOME DIVISIONS REVISION OF DA IS NOT BEING IMPLIMENTED ON THE PLEA THAT NO SPECIFIC ORDERS, WHICH IS NOT REQUIRED. AS PER THE ORDERS ISSUED ON 22-1-15 IT WAS CLEARLY MENTIONED THAT WAGES SHOULD BE PAID ON REVISED WAGES PLUS DA FROM TIME TO TIME.
EXAMPLE: ELURU DIVISION LAST FOUR DA’S NOT PAID TILL DATE. 
                          
AS SUCH CPMG IS REQUESTED TO ISSUE CLEAR INSTRUCTIONS AND SPECIFIC ORDERS FOR PAYMENT OF ARREARS AND REVSION OF WAGES TO ALL FTCL/PTCL WHO ARE WORKING WITHOUT ANY DISCRIMINATION.

II. We convey our sincere thanks for issuing orders on 16-4-2018.but divisional authorities are not implementing the same. As such CPMG is requested to issue instructions to implement the same to all outsourcing workers engaged in deferent categories.

III.REGULARISATION OF PTCL/FTCL.

 It was informed that the orders were implemented up to 2016-17 vacancies. But actual situation is deferent. In almost all divisions even though number of casual labour are available working prior to 1993, they are not being appointed on the plea of non availability of appointment order etc. But as per recruitment rule nothing is required for those who are working prior to 1993. Some representations are pending with CO. 

As such CPMG is requested to issue clear instructions on the subject and see that the recruitment rules are followed strictly.

IV. GRATING OF WEEKLY OFF

It is to bring to the notice of CPMG even though clear orders, no division is implementing the orders. We request the CPMG to get the information from the divisions and settle the matter in r/o weekly off.

V. TREATING OUTSOURCING WORKERS AS CASUAL LABOUR.

Recently hon’ble apex court delivered judgment on payment of equal wages to those performing equal work. Even as per the Directorate orders issued in 1989, all outsiders are casual labour. As such CPMG is requested to issue instructions to treat all outsourcing workers as casual labour and prorate wages may be paid to them.

                                            We hope that CPMG will look into the matter seriously and see that the orders are obeyed by lower authorities and the low paid workers will be benefitted.
