Sub: Outsourcing of the work performed by Postal employees to Common Service Centre (CSC) -- Request to withdraw the proposed move to implement pilot projects in selected Post offices.

We are really shocked to learn that the Department of Posts has decided to permit the Common Service Centre (CSC), a public private partnership company, to open their counters inside the departmental Post office buildings. It is learnt that CSC will provide following Postal Services to the public through their Customer Service Centres, which will be integrated and synchronised with the Core System Integrator (CSI) of the Department of Posts.

1. Booking of Registered and Speed post articles.
2. Booking of eMO.
3. Acceptance of deposits in Post office Savings Bank accounts.
4. Acceptance of PLI and RPLI proposals and premiums.

As you are aware, the above work is at present performed by the Post office staff. Outsourcing the work to an outside agency on revenue sharing basis, will adversely affect the workload of Post offices which in turn will adversely affect the job security of Post office staff.

We vehemently oppose the unilateral and retrograde decision of the Department of Posts to outsource the functions of the Post offices to outside agency. We demand the Secretary, Department of Posts, to review the decision and withdraw the orders forthwith. 

          We further like to make it clear that , inspite of our objection , if the Department goes ahead with its decision to outsource the Post office functions , we will be constrained to organise agitational programmes without any further notice.

MANDATORY OPENING OF

Sub:   Mandatory opening of Postal Staff Salary Accounts in IPPB.

It has been brought to our notice that most of the CPMGs and Supdts.  are issuing order for opening of Salary Accounts in IPPB mandatorily .

Earlier the staff was given unrealistic and unscientific target to open more and more accounts in IPPB.

It is not understood as to why department is putting so much pressure on staff for IPPB which has been declared as a Private Bank by the Ministry of Finance Dept. of Financial Services Circular no. F. no. 12/1/2020-BO II dated -9/4/2020.

Why dept. wants to destroy POSB which is one of the major source of revenue to dept. while IPPB is utilizing the whole infrastructure of dept. of post and officials engaged there are not doing any ground work.

Besides this there are following deficiencies and difficulties to the staff to open salary accounts in IPPB, which require attention to be resolved:

1.    IPPB gives very low rate of interest on SB A/C i.e. 2.75% per annum , and limit of maximum deposits is only is Rs. 1 lakh. Those who are taking salary more than 1 lakh how their salary will be transferred.


2.  There is no direct internet banking facilities through IPPB A/C .Therefore it is not possible to make payment of EMI for the various loans taken from other nationalized banks and payment of credit cards and other online payments cannot be done.

3.    There is no ATM facility in IPPB A/C and no cheque facility.
4.    Transfer of more than 1 lakh is not possible.

5.    There is no provision of linking joint POSB A/Cs.


6.    It is not user friendly due to continuous server issues. Failure server is common as being of faced in CBS, CIS &CSI.

7.    No passbook is issued for IPPB A/C. One Smartphone is required to operate IPPB A/C which every official is not having.
     
      Keeping in view the above all facts, we would like to urge upon you that it should not be made mandatory. It should be made voluntary and staff should be mobilized to open the accounts voluntarily after redressal of above mentioned difficulties and problems.

It is therefore requested to kindly cause necessary action in this regard so that the staff should not feel harassed and their genuine problems should be kept in mind.

COMMON SERVICE CENTRES (CSCs) IN POST OFFICES IS FOR OUTSOURCING THE POST OFFICE WORK TO A COMPANY CALLED CSC.

      When the whole country is fighting the COVID -19 pandemic, the Department of Posts declared its decision to open counters of CSC in selected Post offices as a pilot project from 4th May 2020. 

WHAT IS CSC?

Common Service Centre (CSC) is a Public Private Partnership Model Company established by Government of India under Ministry of Electronics & Information Technology ( MeiTY) in 2006 to introduce e-governance in a massive scale. This company offers about more than 34 various citizen centric services of states/ central Governments , Public and  Private companies , Educational Institutions , Banking , Insurance , Agriculture , Recruitments , Income Tax returns filing etc  to the public. 
What are the Postal Services?

 CSC IS GOING TO OFFER TO THE PUBLIC.

It seems that the Department of Posts has already signed a Memo of Understanding ( MoU) with CSC to enable them to provide following Postal Services through the counters of CSC.

1.         Booking of Registered and Speed post articles.

2.        Booking of eMO.

3.        Acceptance of deposits in Post office Savings Bank ( POSB) accounts.

4.        Acceptance of Postal Life Insurance and Rural Postal Life Insurance
           (PLI & RPLI) proposals and also premiums.

  In departmental Post offices a separate counter or room  will be opened by CSC in the space provided by Department of Posts. The counter will be manned a person selected for that purpose, on commission basis (willing GDS or outsourced persons). In Branch Post offices, the BPM himself will do the CSC work on commission basis. The entire revenue earned by CSC will be divided between DOP and CSC on revenue sharing basis. Account would be settled on a day to day, real time basis through a wallet. CSC will integrate the wallet (synchronise) with Core System Integrator (CSI) of Department of Posts.

HOW IT WILL AFFECT THE JOB SECURITY OF POST OFFICE STAFF ?

CSC will function as a parallel Post office inside the Post office building itself. For earning more revenue by CSCs (and commission to the person manning the CSC) , there is every possibility of diverting the public from Post office counters to CSC counters. Slowly but surely, more and more post office counter work will be transferred to CSC.

        Already, Government has established a separate Banking Company (IPPB) under the Department of Posts and the same is now functioning inside the Post office buildings. Government may not continue with both the Post office Savings Bank and IPPB for long. Once IPPB is converted into a full fledged Bank, POSB is likely to be withdrawn. Proposal for creation of a separate Insurance Company and a Parcel Company is already pending. Thus almost all the work performed by Post office staff like POSB, PLI/RPLI , Booking of Registered / Speed post articles , booking of eMO etc will be transferred to various companies. Postal employees will be compelled to perform as Business Correspondences of these companies. For the services rendered by the Post office staff to these companies, Department of Posts may get compensation (user fee). Once the companies start appointing their own staff (either permanent or contract staff) , the job security of the employees working in Department of Posts will be in danger.

CAMPAIGN AGAINST OUTSOURCING AND
 CORPORATISATION IS TO BE INTENSIFIED.

The agenda of the Government is clear. It is part of their policy of outsourcing, Corporatisation and Privatisation. NFPE has opposed this neoliberal policy agenda of the Government and conducted many struggles. We have to start vigorous campaign and intensify our struggle against the neoliberal policies. Coming days are very crucial.
