                                                      by our All India President through  National
                                                      Human Rights Commission on 24-11-2016.


Respected Sir,

                                                            This is regarding non implementation of Directorate orders fully in spite of instructions by higher authorities from time to time and our persuasion at Divisional /RO level. All most in all divisions the issues are pending. As such we are bringing this to your kind notice for examination and necessary orders for implementation and help the poor low paid workers who are working with dedication and devotion to duty.

REVISION OF WAGES:- Directorate issued orders  to revise wages from 1-1-2006 & 1-1-2016 as per the implementation of 6th & 7th cpc recommendations and pay arrears. Even though wages were revised in almost all divisions but on the plea of non availability of budget arrears were not paid fully except in one or two divisions.

                                             Directorate clearly replied to our letter cited u/r vide itemno.2 that already orders issued to pay and reiterated twice along with clarifications asked from various circles. As such CPMG is requested to issue clear instructions for immediate payment of arrears without linking to availability of funds as per the Directorate instructions.

PAYMENT OF CASUALLABOUR WAGES TO DAILY RATED MAZDOORS.

                                     Even though Directorate forwarded earlier orders defining who are casual labour, according to which daily rated mazdoors are also casual labour. But unfortunately none of the divisions are following the same and are paid DIST. COLLECTOR unskilled rates, which is highly irregular and against the rules. The same was clarified in our item no. 3 of reply cited u/r.

                                        As such CPMG is requested to issue specific instructions for payment of casual labour wages to daily rated mazdoors.

IMPLIMENTATION OF REVISED RECRUITMENT RULES OF MTS AND FILLING 25% MTS VACANCIES WITH CASUAL LABOUR.

                                                Even though as per revised recruitment rules issued in 2010, 25% MTS vacancies are reserved for casual labour working prior to 1-9-93. As this was kept because those who are appointed prior to that date are exempted from sponsoring through employment exchange.

                                                 But unfortunately this was not implementing by Divisional authorities stating that they are not sponsored through employment exchange or stating that they are not having appointment order etc. Directorate vide item no.4 of its reply clarified the same by forwarding earlier orders.

                                               As such CPMG is requested to issue instructions to fill reserved vacancies by casual labour.


GRANT OF PAID WEEKLY OFF TO PTCL/FTCL

                                                   Directorates clarified vide reply to item no. 5 that already orders were issued vide lr. No. 01-07/2016-SPB-1 12-9-2016. 

                                             As such CPMG is requested to reiterate these orders and instructions may be issued to implement the same .

                                            We request the kind CPMG to go through the reply given by the DEPARTMENT to the representation submitted by our president through National Human Rights Commission and do the need full to the poor low paid workers.
