CONFEDERATION DIAMOND JUBILEE ALL INDIA CONFERENCE PREPONED TO 16th, 17th & 18th AUGUST 2016.
      As the National Convention of Central Trade Unions and Federations including Confederation has decided to organise one day General Strike on 2nd September 2016 against the anti-people and anti-labour neo-liberal economic policies of NDA Govt, it is decided to prepone the dates of the Diamond Jubilee All India Conference of Confederation to 16th ,17th & 18th August 2016 (instead of 26th , 27th & 28th August fixed earlier). The Venue will be CHENNAI itself. All India Women’s Convention of Confederation will also be held along with the All India Conference.

ALL INDIA CONFERENCE OF THE CONFEDERATION OF CENTRAL GOVERNMENT EMPLOYEES AND WORKERS WILL BE HELD ON 16TH, 17th & 18TH AUGUST 2016 AT  CHENNAI. FORMATION OF RECEPTION COMMITTEE MEETING-REPORT.
        As per the decision of National Secretariat of Confederation  the Diamond Jubilee year  All India Conference of The Confederation of Central Government Employees and Workers, will  be held on 16th,17th& 18th  August 2016 at Chennai.  Accordingly, the Formation of Reception committee meeting was held on 5-4-2016 in ITEF Room in Chennai. 

            Leaders from all the Central Trade Union organisations participated in the meeting. The meeting was presided by the President Confederation Tamilnadu Com. J. Ramamurthy, welcomed by Com. S.Sundaramurthy, Treasurer and the General Secretary of the Confederation Tamilnadu Com.M. Duraipandian announced the Office Bearers of the  Reception Committee and other committees.

       As per the decision the Hon`ble Member of Parliament Com.T.K.Rangarajan will be  the Chairman Reception committee.  Nearly 15 Vice Chairman including Com.M.Shanmugam, General Secretary, LPF, all India president of HMS Com.C.A. Rajashridhar, Com.T.M. Murthy General Secretary, AITUC. State President of CITU, Com. A. Soundararajan, MLA, among others.  Leaders from various other organisations including Com.R. Tamilselvi, TNGEA, Com.R. Elangovan, DREU, Com.Sendhi kumar, SBI Officers Association, Com. Shanmugam from BEFI,   felicitated and extended support for the successful conduct of the conference.

       Earliar the president of the Confederation Com.KKN. Kutty and Com. M. Krishnan, Secretary General addressed the meeting. All India Women’s Convention of Confederation will also be organized along with the All India Conference. Tamilnadu State Conference of the Confederation will be held on 15th August, 2016 in the same Venue.

      In the Reception Committee, under the Chairman Reception Committee Com.T.K.Rangarajan, alongwith 15 Vice Chairman Com. M. Duraipandian will be the General Secretary Reception committee and Com.S.Sundaramurthy, will be Treasure Reception Committee. Nearly 25 General Secretaries from the other affiliates of the organisations will be the Assistant Secretaries for the various sub committees of the Reception Committee for the successful conduct of the Conference. The meeting was concluded with the vote of thanks offered by Com.M.S. Vengatesan, General Secretary of ITEF Tamilnadu Circle.

GDS MEMBERSHIP VERIFICATION
OUR RESPONSIBILITIES AND IMMEDIATE TASK  ELECT AND SELECT AIPEU-GDS AS THE ONLY ONE RECOGNISED GDS UNION
Dear Comrades,
                   As all of you are aware Department of Posts has commenced the process of verification of membership of Gramin Dak Sevaks for grant of recognition.  The AIPEU-GDS was formed in the year 2012 and the Federal Council of NFPE held at Hyderabad in 2013, which is the highest decision and policy making body of NFPE, has decided to grant  “Associate Membership” to the newly formed AIPEU-GDS.  For the last four years, AIPEU-GDS is functioning without recognition and joined all the programmes of NFPE including strike.  During this four year period it had conducted two All India Conferences and formed Branches in all the 22 Circles.  After formation of AIPEU-GDS, it is the first membership verification taking place.
                   There is no doubt that the AIPEU-GDS will get recognition and shall become number one recognised GDS Union, with flying colours.  But that is not enough - we should make the AIPEU-GDS as the only one recognised GDS Union in the Department of Posts.  It is not impossible.
                   For fulfilling the above task, all Circle/Divisional Branches of NFPE affiliated Unions/Associations and also all CHQ office bearers are hereby requested to take immediate action to implement the following directions of NFPE.
1.                It should be ensured that Circle/Divisional Unions of AIPEU-GDS is formed in all Circles/Divisions.
2.                The name, designation and official address of the Circle/Divisional Secretaries should be intimated to “Com.P.Panduranga Rao, General Secretary, AIPEU-GDS, 1, Patel Road, Shadipur, Dada Ghosh Bhavan PO, New Delhi-110 008”.  Email ID: aipeugdsnfpe@gmail.com  Mob: 09849466595.  Divisional Secretaries should inform the above particulars to Circle Secretaries also.
3.                Still there are some divisions where the branches of AIPEU-GDS are not yet formed, inspite of repeated instructions from NFPE.   All those Divisions where the branch of AIPEU-GDS is not yet formed should form the Branch Union or at least an Adhoc Committee at Divisional level with a Secretary or Convenor before 15th April 2016.  The name, designation and official address with pin code and mobile number of the newly elected Secretary or Adhoc Committee Convenor should be intimated to the General Secretary and Circle Secretary.  Wherever Circle Unions are not functioning immediate action should be taken to form a functioning Circle Union or Circle level Adhoc Committee of AIPEU-GDS.
4.                It is reported from some circles that some P3 and P4 Divisional Unions of NFPE has not taken any positive action to form the Divisional Branches of AIPEU-GDS.  Not only that in some limited divisions, the rival GDS Union, which is campaigning against NFPE and has formed separate unions for Group-C and Postmen/MTS in the name of “UNITED” to break our P3 and P4 Union and thereby to destabilise NFPE, is given all help and assistance by the some P3 and P4 Unions of NFPE and also holding joint meetings with the rival GDS Union which is no more an affiliate or Associate of NFPE.  This is not permissile and is in violation of the directions and guidelines issued by NFPE.  It is once again made clear that disciplinary action will be taken against those divisions which refuse to form the branches of AIPEU-GDS and which are still cooperating and extending all help to the rival GDS Union and conducting joint meetings.  The recognition of all such Divisional Unions which refuse to carry out the directions of NFPE will be withdrawn without any further notice.
5.                Last date for submission of application by GDS Unions for participating in the membership verification process is 31-03-2016.  AIPEU-GDS has already submitted application to the Directorate on 18-03-2016.  Please note that the name of our union is “AIPEU-GDS”.  Department may issue orders fixing the last date for submission of authorisation forms to the Divisional heads, along with the model authorisation form with the signature of an officer of the Directorate.  Immediately on publishing the authorisation form by the department all the affiliated unions of NFPE should jointly jump into action and collect maximum number of authorisation forms from GDS of each division.  As GDS are working in remote villages, action plan should be chalked out now itself, for visiting each and every Branch Post Office by the NFPE leadership, for collecting authorisation forms signed by the GDS in favour of AIPEU-GDS.
6.                AIPEU-GDS is the GDS Union of NFPE and it is the collective responsibility of all Circle/Divisional Unions of NFPE to make our GDS Union as the only one recognised union.  Let us take it as a challenge and prove that it is possible.
7.                A separate circular issued by AIPEU-GDS CHQ is also enclosed herewith.

CONFEDERATION ALL INDIA TRADE UNION EDUCATION CAMP
AT DEHRADUN ON 24 & 25 MAY, 2016

Comrades,

            As per decision of the National Secretariat of Confederation, two days All India Trade Union Camp will be organized at Dehradun (Uttarakhand) on 24th & 25th May 2016.The trade union camp will commence at 10A.M. on 24.05.2016 and continue till 5 P.M.  on 25.05.2016. All Delegates should ensure their presence throughout the duration of camp.

2.NFPE has been allotted quota of 60 Delegates. Accordingly the quota is allotted organization wise as noted below:

P-III-15, P-IV-15, R-III-10, R-IV-5, Admn-2, Postal Accounts-2, SBCO-2,Civil Wing-2, GDS-4, Casual Labourers-4.

3.Please allot quota accordingly circle wise and ensure participation. All Delegates should be instructed to book to and from tickets immediately to avoid inconvenience.

Dear comrades,

As per the decision in our AIC MASS DHARNA was conducted successfully at JANTAR MANTAR, DELHI on 9th feb 2016 with the solidarity and support of NFPE & NFPE affiliated unions. Nearly 100 members from all over India attended the DHARNS particularly large number from MAHARASTRA CIRCLE. DHARNA was addressed by all general secretaries and secretary general, NFPE. Com. M. KRISNAN, GS CONFEDERATION AND OUR PRESIDENT participated in the DHARNA.
After the DHARNA a delegation with com. R.N. PARASAR, SG NFPE met member [p] and submitted memorandum. He assured to examine the issues positively.

After wards  MASS DHARNA was conducted IN FRONT OF ALL CPMG OFFICES ON 22-3-2016.now as a further action it was decided to conduct DHARNA INFRONT OF ALL DIVISIONAL OFFICES IN THE COUNTRY ON 10-5-2016. As such we appeal to all circle/Divisional  secretaries of NFPE unions to organize the programme by taking initiative to mobilize casual labour in large number by issuing notice by divisional  co-ordination committee.

Without the support and solidarity it will not be possible to organize the programme on their own by casual labour.

OF POST and we also  demand immediate implementation of DG ORDERS on revision of wages of FTCL/PTCL and payment of arrears IMMEDIATELY and settle all the demands mentioned in our memorandum.

                                           ANNEXURE

 MEMORANDUM SUBMITTEDTO SECRETARY, DEPT.OF POST ONTHE PROBLEMS OF  CASUAL. PART TIME, CONTINGENT & CONTRACT WORKERS OF THE POSTAL DEPARTMENT  ON 9TH FEB 2016 AFTER MASS DHARNA.

Respected Madam,

               We are submitting this memorandum on the problems faced by the casual labour working in the department since long time without any regularization even though number of times orders are issued by the department to regularize this low paid workers and apex court and various courts delivered judgments  in their favor.
         
                       In this connection we convey our sincere thanks for issuing clear orders for revision of wages of these workers with effect from 1-1-2006. Though orders are issued in number of circles arrears are not paid to those workers. We request the madam to issue instructions to all circles to pay them arrears without any further delay. 

              Even though there are clear orders to regularize the full time casual labor who worked for 240 days in a year and part time casual labor who worked for 240 days a year for two years and various courts including SUPREME  COURT delivered judgments including the judgment in UMADEVI Vs KARNATAKA STATE still these orders are not being implemented in many circles. Further as per the MTS recruitment rules 25% of the vacancies are to be filled by full time or part time casual labor that was also not being implementing in many circles/divisions. This AIC demands the postal department to take immediate action to regularize all casual, part time and contingent employees working in the postal department in a time bound manner.

                      In some circles the outsiders [not GDS] working as substitutes in the vacancies of postmen/MTS are not being paid pro rata wages of postman/ MTS. We   demands that all substitutes [whether GDS or out siders] working in the vacant posts should be paid pro rata wages. Further it is demanded that the substitutes may be paid all benefits such as transport allowance, HRA etc. on prorate basis.

               All present daily rated mazdoors [DRM] working against the departmental posts are not being paid the wages of the departmental employees. We demand that all DRM working in the departmental posts shall be paid pro rata wages of the post in which he is working.
                          We demand that the benefits of EPF/ESI/PENSION shall be extended to all casual, part time contingent and contract workers, working in the postal department.
                                 We demand that as and when DA is declared and implemented for departmental employees, revised DA from the same date should be paid to all casual, part time contingent employees also without waiting for any further orders from directorate.
                     
                                       While fixing the working hours based on the standards for sweepers and other PTCL the minimum working hours should be fixed as 3 hrs per day. If the duty hours exceed five hours the post may be converted as full time and the official working in that post may be treated as full time casual labor.

                We demand that SUNDAY and holiday wages should be paid to all casual, part time and contingent employees, who work continuously for six days in a week. The break coming on account of holiday should not be treated as a break when six continuous working days are taken.

                    In spite of clear modificatory orders from directorate that those casual, part time and contingent employees who are working should not be terminated and their work should not be out sourced, some of the officers [e.g. SSPO’S AMARAVATHI DN, MAHARASTRA,NAGPUR REGION] are issuing orders terminating the services of casual labor. This AIC DEMANDS THE AUTHORITIES TO STOP SUCH INHUMAN PRACTICE and reinstate all casual laborers whose services are irregularly terminated.

                              we demand the postal department to extend the facility of formal meetings with officers of the department at all levels to our federation which represents 46000 casual employees in the department to discuss and settle the issues  of casual ,part time, contingent and contract workers which will result in better functioning in the department.

                           We demand immediate intervention of Postal Directorate and issue instructions to all the circles resorting to the ongoing recruitment process of GDS undermining the orders of the directorate to first exhaust the list of eligible casual labor for the recruitment to GDS posts [e.g. TAMILNADU CIRCLE except orders strictly. The Postal Directorate issued orders vide. Lr. No. 17-15/2015-GDS dated 7-5-2015 addressed to CPMG Karnataka circle and endorsed to all circles. Many divisions are going ahead to fill the vacancies ignoring the above orders. This AIC resolves to urge upon the Directorate to intervene and cause to stop the irregular process against the orders of directorate and ensure implementation of directorate orders strictly in all circles/ divisions.

                                              We  ALSO DEMANDS THE DIRECTORATE TO MODIFY THE CONDITION OF 10TH CLASS PASS COMPULSORY FORABSORPTION AGAINST GDS POST FOR CASUAL LABOUR, AS THISIS NOT REQUIRED FOR GDS MM, PACKER AND OTHER POSTS. AS SUCH WE DEMAND THE DIRECTORATE TO RELAX THAT CONDITION SO THAT NUMBER OF CASUAL LABOUR WILL GET THE CHANCE FOR REGULARISATION.
                                            We demand the directorate to circulate the orders issued by the directorate vide its lr. No. 65-24/88-SPB-1 dated 17-5-1989 clarifying who is casual labour. Many circles /divisions are violating these instructions and denying revised wages and arrears from 1-1-2006 stating that they are not casual labors. This  AIC demands the directorate to reiterate the orders once again to avoid confusion in the circles/ divisions and all PTCL/FTCL will be paid revised wages with arrears.

                          We demand the directorate to redeploy the GDS posts transferred to postal divisions from RMS divisions’ earlier due to proposal of abolition of GDS posts in RMS. Now orders are issued to restore the GDS posts in RMS and fill those posts. In this back ground if these posts are not diverted back to RMS divisions the casual labor working in those divisions will be deprived of their legitimate right of absorption. As such we demand the directorate to issue orders to retransfer those posts to RMS immediately and fill up those posts from the eligible casual labor of that Division.
