                                Sub:- Request for  issue of orders for payment wages to the Part-Time
                                       Casual/Contingent employees working in  A.P. Circle -reg.
                                Ref:- 1) D.G .Letter No. 2-53/2011-PCC dt.22-1-2015 & 10-4-2015
                                          2) C.O. Letter No. EST/CL/Rlgs/2014 dt.27-1-2015.

                                This is with reference to  the Directorate orders issued vide D.G.Lr. . 2-53/2011-PCC dt.22-1-2015 & 10-4-2015 regarding revised remuneration to the Full time/Part Time/Contingent employees engaged in the Dept of Posts. As per the Directorates orders in Para-1 (II) the  Part-Time/Contingent employees are eligible to draw the revised remuneration w.e.f.1.1.2006. The Directorate again replied to the General Secretary AIPEU Gr-C New Delhi on 10-4-2015 regarding 50% Merger of DA ( A copy of D.G Letters are enclosed for ready reference)
                                The Part-time/Contingent employees engaged in Postal/RMS/Administrative offices in the Circle .  as Sweepers/Group-D/Scavenger /water men engaged to clean the office  from 8-00AM to till the closing of office. Due to shortage of Group-D staff in Circle and subordinate offices the PTCL’s are engaging by their work load assessed time to time and they are attending their duty assigned by the higher authorities to maintain house   keeping and maintaining hygienic condition of the office. In RMS offices these staff are engaged round the clock .
                                As per the exigency of  office work these PTC/Scavenger/Sweeper’s/Watermen are engaged. The poor Part-Time casual Labors/Contingent employees in the circle. are eagerly waiting for their revised remuneration as per the DG’s letter circulated through C.O. Letter No. EST/CL/Rlgs/2014 dt.27-1-2015.( Copies of the above cited letter’s are enclosed for ready reference)
                                These union’s  are requested to the Chief Postmaster –General  to cause to issue necessary instructions to the DDO’s  in the Circle  to implement the Directorate’s orders to pay the revised remuneration to PTC’s who are working in Circle as they are already drawn their wages in old rates.

                                                SUB- Non implementation of DG POST orders in r/o payment of        revised wages from 1-1-2006 to PTCL/FTCL –Reg

Respected sir/Madam,

                                         It was brought to our notice that in many circles the orders issued by Directorate in r/o revision of wages of PTCL/FTCL from 1-1-2006 and payment of arrears even though the orders are very clear on the plea of one reason or other. This is nothing but neglecting the low paid workers who are serving the department years together even though they are neglected. In spite of clear orders why Circle/divisional superintendents are not acting properly resulting in heartening the low paid employees sentiments which will create a bad situation in their minds.

                                  As such I request the kind CPMG to issue instructions to implement the orders immedietly before end of 31st May in all divisions first by payment of revised wage and subsequently payment of arrears. In this connection we convey our sincere thanks to those CPMG’s who has taken steps for implementing orders.

An early action will be appreciated by the poor low paid employees in the Department.

Review of compassionate appointment cases – Three Year Time Limit condition withdrawn by DOPT – Application for Compassionate appointment may not be reject on the ground that it had already been considered thrice unless it was rejected due to lack of merit/not found suitable under the criteria for compassionate appointments

Subject: Review of compassionate appointment cases regarding.
The undersigned is directed to invite attention to this Ministry’s OM No.19(3)/2013/D(Lab) dated 18.11.2014 vide which all administrative/authorities were requested to strictly comply the instructions contained in Para 8 of DoP&T OM No. 14014/02/2012-Estt(D) dated 16.1.2013 regarding withdrawal of three years time limit and Sl.No. 38-43 of FAQ issued vide DoP&T OM No. 14014/02/2012-Estt(D) dated 30.5.2013.
2. An issue has been raised by Bhartiya Pratiraksha Mazdoor Sangh (BPMS) informing that the Line Directorates/Units of Army HQrs are not considering the compassionate appointment cases in true spirit of the guidelines issued by DoP&T and the requests for compassionate appointment are being rejected on the plea that as per policy once three consecutive chances had been considered, the Case is considered to be closed and cannot be opened.
3. As per the new guidelines on compassionate appointment, any application for compassionate appointment is to be considered without any time limit and decision taken on merit in each case.
4. Regarding re-opening of old cases which were closed on completion of three years time limit as per the earlier policy of DoP&T, it may be noted that the DoP&T vide their OM dated 30.5.2013 have clarified that the closed cases can be reopened provided tat the cases were closed due to non-availability of vacancies during the 3 year time period. However these cases may be considered as per the criteria mentioned in Sl.No. 32 & 39 of FAQ dated 30.5.2013. Such cases should not be opened merely because the time limit has been waived off. In this regard DoP&T have further clarified that the cases which have been closed for not being found suitable under the criteria for compassionate appointments, need not to be opened irrespective of the waiver of time limit.
5. In view of the above, all the Service HQrs / lower formations are requested to follow the DoP&T’s above guidelines in letter and spirit. They may not reject any application for compassionate appointment simply on the ground that it had already been considered thrice unless it was rejected due to lack of merit/not found suitable under the criteria for compassionate appointments. If the compassionate appointment could not be granted due to non-availability of vacancies at that time, any fresh application, received now should be re-considered after adjudging his penurious condition on the basis of the family’s latest financial/economic condition, number of dependents of the family as on date, latest marital status of dependents etc in the light of the existing guidelines of DoP&T on the subject.

Self-Attested Documents

The Government has received representations/grievances/complaints from general public regarding non-acceptance of self-attested documents by the officials. Two references of public grievances were received on non-acceptance of self-certification by different authorities. A number of applications under RTI Act, 2005 seeking clarification on the subject have also been received. 

Department of Aministrative Reforms & Public Grievances has been requesting States / UTs and Central Ministries to adopt self-certification and for abolition of affidavits and several communications have been sent in this regard. 

This was sated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Dr. R.Lakshmanan in the Rajya Sabha today.

Details of meeting with MoC

Details of meeting held at Sanchar Bhawan on 05.05.2015 at 1300 hrs with Hon’Minister of Communications by Secretary Generals of NFPE & FNPO on behalf of Postal Joint Council of Action.


In continuation of the meeting by PJCA leaders consisting all General Secretaries and Secretary Generals of both Federations ( NFPE &FNPO) held with Chairman Postal Services Board , Member(HRD),  Member (O), Member(Tech) & other higher officers of Postal Directorate on 30.04.2015 at 1100 hrs on all the 26 Charter of demands, the PJCA had decided to insist a further meeting with Hon’ Minister of Communications in respect of the following three Major sectional demands pertaining to the Postal fraternity.
1. Corporatisation and  Privatisation of Postal Department as recommended by the TASK FORCE committee.
2. Inclusion of Gramin Dak Sevaks (GDS) in the terms of reference of 7th Central Pay Commission. Grant of Civil servant status to GDS and grant of all benefits of departmental employees on pro-rata basis without any discrimination.
3. Implementation of Cadre Restructuring in Postal, RMS, MMS and Postal Accounts as per the proposal signed with the JCM (DC) staff side.
The ground was under active preparation for indefinite strike w.e.f .06.05.2015.
  Secretary Generals of NFPE & FNPO on behalf of Postal Joint Council of Action were invited for meeting with Hon’Minister of Communications.
On 05.05.2015.at 1300 hrs both Secretary Generals met the Hon’ MoC and submitted a memorandum on GDS issues primarily for inclusion of GDS under the purview of 7th Central Pay Commission. As the Department of Posts assured the PJCA on 30.04.2015 that the proposal will be strongly recommended and referred to D/o Expenditure for reconsideration, the Hon’ MoC was requested to offer his good offices.
Hon’Minister of Communications has assured that the GDS issues would be looked into with an open mind and  he would try to his best.
The  Cadre Restructuring Proposal file is awaiting for the approval of Hon’ MoC and now even though he had some reservations, he agreed to pass it with positive recommendations. The Cadre Restructuring Proposal will shortly be forwarded to DoPT.
In respect of Task Force Committee recommendations, Hon’ MoC  has not given any assurance about future course of action. But he asserted that NO PRIVATISATION at present and there will be no reduction or structural change in the department.
The meeting with Hon’ MoC is hopeful.
Considering the reply given in the minutes by the Postal Directorate and assurance given by Hon’ MoC , the PJCA has decided to defer the proposed INDEFINITE STRIKE from 06.05.2015 .
Secretary Generals NFPE & FNPO submitting memorandum on GDS issues to Hon`ble Minister of Communications in the meeting held on 05.05.2015 in connection with Strike Secretary (P), Member HRD & DDG SR were also present.



       PROPOSED INDEFINITE STRIKE  FROM 06th  MAY, 2015  STANDS DEFERRED ,  BASED ON THE ASSURANCES GIVEN BY HON`BLE  MINISTER OF COMMUNICATIONS SHRI RAVI SHANKAR PRASAD DURING THE MEETING  HELD WITH BOTH THE SECRETARY GENERALS  OF NFPE & FNPO  IN PRESENCE OF SECRETARY (P), MEMBER (HRD) & DDG (SR) AT SANCHAR BHAWAN NEW DELHI AT 1 PM TODAY DATED 05.05.2015 .

KARL MARX: THE BIRTH OF A REVOLUTION

source-fromwiki_credit-braldtbralds (1)Philosopher, economist, journalist and thinker – Karl Marx had the perfect combination of skill sets that would eventually give him the title of a ‘Revolutionary socialist’. Born into a middle class German family on May 5 1818, this was clear from his young age that Karl had something different about him.
The clarity of thought, the skill for observation and his general perception of things started moulding into something really interesting when he studied Philosophy at the Universities of Bonn and Berlin. Shortly thereafter, he joined a movement known as the Young Hegelians, challenging the cultural and political establishments of the day.
The idea behind his writings was to create a system for social and economical development that would depend ONLY on the ‘Material conditions’ of the society (its Productive capacity) And in which, the causes for the changes in human society would be the means by which they produce the necessities of life.
Meaning?
Put in simple words, he suggested that the human history is like a river.
It’s flowing and changing constantly.
Its water is evaporated and drawn up, only to return as rain.
Now what if one day, the river’s banks are weakened and it rains heavy?
What would happen is that the river would flood, making a new course for itself.
And this is what needed to be done to the structure of the society we live in.
These writings were merely the beginning of his Journalism and Philosophy career, the radical nature of which would eventually get him expelled from France, Germany and Belgium.
But that didn’t stop him.
Ideas are indestructible, after all.
His theories about the society, economy and politics – the collective understanding of what is called Marxism, suggest that our society goes through a ‘class struggle’ between the ownership class and the working class. And every now and then, the working class – running the things – would try to represent their own interests as the ‘common interests of all’.
And so, Capitalism needs to be kept in check.
Rooting for the working class of the society, Marxism suggests that production should be based completely upon ‘use value’, and economic distribution on ‘contribution’.
He had to move to London after he published “The Communist Manifesto” in 1848, (which was a time for many uprising revolutions in Europe) introducing the above concepts. He spent the rest of his live in London where he published the first volume of “Capital” (also known as Das Kapital), in which he laid out his vision on capitalism and its self-destructive tendencies.
He was later recognized as one of the MOST influential philosophers and revolutionaries of all time.
But as it turned out, the man behind these immortal ideas was but one of us. He developed a severe case of Bronchitis and Pleurisy, and eventually passed away on March 14, 1883.
His closest friends say that they had left him alone for barely two minutes, only to return to find him in his thinking posture ‘in his armchair, but peacefully gone to sleep’.
131 years, and Marxism still continues to change the world – making a difference in the name of the ‘working class hero’ that gave up almost everything for social equality.
